unused tuition and education from 2012 will not transfer to 2013. Why?

Student prepared his own return this year.  Tuition is from 2012 education.  Some was transferred to parent in 2012; leaving a small balance for future years.

is it not carrying forward to 2013 ?
if question is student wants to transfer Tuition credit carried forward from 2012 to 2013, Tution can be transferred only in the year it is claimed, once carried forward, it can not be transferred
