If you have non-capital loss, capital gain and capital loss carryforward is the taxable capital gain first deducted from non-capital loss?

When I have a net operating loss (non capital loss) but also have a capital gain, and there is also a capital loss carryforward, I notice that the software does not apply the capital loss carryforward to cancel out the capital gain. Instead the capital gain is DEDUCTED from the non-capital loss first. Is this normal behaviour?
